Announcement No. 22 [2016] of the Ministry of Commerce, Ministry of Industry and Information Technology, China Atomic Energy Authority and General Administration of Customs Concerning the Additional List of Dual-use Items and Technologies Banned from Export to North Korea

In order to implement the relevant UN Security Council resolutions and abide by the Foreign Trade Law of the People's Republic of China, the dual-use items and technologies in connection with weapons of mass destruction and their means of delivery as listed in the Announcement are hereby banned from being exported to North Korea. The Announcement shall come into force on the date of issuance.

Additional List of Dual-use Items and Technologies Banned from Export to North Korea
This List is formulated based on UN Security Council Resolution 2270 and in accordance with S/2016/308 Document of UN Security Council.
Items, materials, equipment, goods and technologies:
A. Items that can be used for nuclear or missile purpose
1. Ring magnet: a permanent magnet material having the following two characteristics:
(a) Ring magnet, provided that the ratio of outer diameter to inner diameter is smaller than or equal to 1.6:1;
(b) To be manufactured by following magnetic materials: aluminum - nickel -cobalt, ferrite, samarium -cobalt or neodymium-iron-boron.
2. Maraging steel with the following two characteristics:
(a) With ultimate tensile strength up to 1,500 MPa or above under the temperature of 293K (20℃);
(b) A tubular or cylindrical solid body, with an external diameter greater than or equal to 75 mm.
3. A magnetic alloy material in the form of a plate and a thin strip, having the following two characteristics:
(a) With a thickness of 0.05 mm or below; or a height lower than or equal to 25 mm;
(b) To be manufactured by any of the following magnetic alloy materials: iron -chromium -cobalt, iron-cobalt - vanadium, iron-chromium-cobalt vanadium or iron-chromium.
4. Frequency converter (also known as converter or inverter) having all of the following characteristics, as well as software specially designed for it:
(a) Multiphase frequency output;
(b) Capable of providing power of 40w or above;
(c) Operate within the range of 600 Hz -2,000 Hz.
Technical Description:
1. The frequency converter is also known as converter or inverter.
2. The so-called electronic test equipment, AC power supply, variable speed motor drive or variable frequency drive means sold in the market may reach the indicators set.
5. High strength aluminum alloy having the following two characteristics:
(a) Its ultimate tensile strength is capable to reach 415 MPa or above under the temperature of 293K (20℃);
(b) A tubular or cylindrical solid body, with an external diameter greater than or equal to 75 mm.
Technical Description: The term of "capable" encompasses aluminum alloys before and after heat treatment.
6. Fiber or filament, prepreg:
(a) Carbon, aromatic polyamide, glass fiber or filament having all of the following characteristics:
(1) With a specific modulus of 3.18 × 106 m or above;
(2) With tensile yield strength of 7.62 × 104 m or above;
(b) Prepreg: It a kind of continuous thin wire, thick wire, yarn or band with width of no more than 30 mm, which is made of the aforesaid carbon, aromatic polyamide, glass fiber or filament and is impregnated with a thermosetting resin.
7. Winding machine and related equipment, shown as follows:
(a) Winding machine having all of the following characteristics:
(1) Capable to perform positioning, winding and coiling operation, and be adjusted and programmed on two or more axes;
(2) Composite structure, which is specifically designed for manufacturing the fiber and filament or products for laying purpose;
(3) “Capable” to wind the cylindrical tube with a diameter greater than or equal to 75 mm;
(b) Regulator and programmer used by the winding machine in item (a) above;
(c) Mandrel of winding machine mentioned in item (a) above.
8. Roll forming machine specified in INFCIRC/254/Rev.9/Part 2 and No. S/2014/253 document
9. Laser welding equipment
10.4-axis and 5-axis CNC machine tool
11. Plasma cutting equipment
12. Metal hydrides, such as zirconium hydride
B. Items that can be used for chemical / biological weapons
1. Other chemicals suitable for the production of chemical warfare agents

• Isopropyl ether (108-20-3)

• Sodium metal (7440-23-5)
• Sulfur trioxide (7446-11-9)
• Tri-n-butylamine (102-82-9)
• Triethylamine (121-44-8)
• Trimethylamine (75-50-3)
2. Reaction vessel, reactor, mixer, heat exchanger, condenser, pump, valve, storage tank, container, receiver and distillation or absorption column conforming to performance parameters specified in S/2006/853 and Corr.1.
-Single-stage sheathed pump, of which the maximum flow rate specified by the manufacturer is greater than 0.6 m3/h and pump housing (pump body), as well as prefabricated shell wall, impellers, rotors or jet pump nozzles designed for such pump. All surfaces in direct contact with the chemicals being processed are made of any of the following materials:
(a) Nickel or alloy in which the content of nickel is higher than 40% by weight;
(b) Alloy in which the contents of nickel and chromium are higher than 25% and 20% respectively by weight;
(c) Fluorine-containing polymer (the polymer or rubber material in which the content of fluorine is higher than 35% by weight);
(d) Glass or glass inner walls (including vitrified or glazed coating);
(e) Graphite or carbon-graphite;
(f) Tantalum and tantalum alloy;
(g) Titanium and titanium alloy;
(h) Zirconium and zirconium alloy;
(i) Ceramic;
(j) Ferrosilicon (high silicon iron-based alloy); or
(k) Niobium (columbium) or niobium alloy.
3. Conventional or turbulent air flow clean air chamber and the self-sufficiency HEPA fan filter unit that can be used for P3 or P4 (BSL 3, BSL 4, L3, L4) protective equipment.
